Oil prices fall and gas prices stay the same? Really?? Do you have anything else than anecdotal evidence to prove that? Because where I live (Metro Detroit), gasoline prices fluctuate all the time.

But regarding the divergence of gasoline prices and oil prices, the US government actually runs a protectionist racket for oil refineries. First of all, there have been no new oil refineries built in the US since the late 70s. Secondly, the government places tariffs on refined oil.
