Hard to know for sure....My gut says yes.  He just looks better than all others out there at the moment.
Personally, I think it would help him if they were a tad smaller.  It would help to improve the "look"  of his width and chest size. 
You do have to consider the "wow" factor.  Love him or hate him, his arms get talked about.  If Tom Platz (yep, I'm telling my age) had normal legs, he would have been little more than a footnote in bodybuilding history.

Good analysis ... I think he has good arm shape which against his frame gives that wow factor ..

Phil presented the best overall physique at the 2011 Olympia. it was obvious at pre-judging and words got out he would win the show........I'm waiting to see what he brings at the O this year. he either has to duplicate last year or better, but I hope he doesn't sacrifice everything else just so he could come in bigger........I'm positive he won't be like Dexter Jackson. One and Done

the reason i asked was ... I was watching a training vid with steve cuclo and jose raymond training arms


they measured raymonds arms and they started to ham it up about arms and steve said when was the last time a show was one on arms... and someone said Mr olympia 2011...

I can see why phil beat jay... the bi mishap.....
i think it should have been between vic and phil personally...

Arms are highly overrated. I see guys in the gym, performing +15 set routines for arms, and never, or almost never, training their back & legs, calves excluded.

True, but they look like shit with their hanging shoulders. I can see their shoulder blades through their shirts and tootsticks through their pants, LOL.
Serious, I prefer good proportions over conditioning.

i agree with evrything being big.... and looking big from EVERY angle.... some guys are just happy with big arms...
