I will give you an example.  Our Town completely owns the Water and Public Sewage system.  Everybody in town pays exactly the same rate based on how much water they use and how much goes back into the sewer system for treatment.  Everyone has access to it no matter what.  It works wonderfully and costs are extremely low.

Also, out town will pay you for every bit of water that does not go into the sewer system.  Say you have a garden that requires 25,000 gallons each month in water.  You get reimbursed for all of it.

Are you talking about TANF?  If so, then certainly not.  The work requirements are very strict to qualify.  

If you are talking about Fire and Police protection as well as other services such as Water and Power, then yes, it is provided for the most part and it should be.

I also believe that Abortions should be easily accessible and should be implemented for big savings and prevention of Welfare.  I also think those who choose not to have children should be rewarded in some way via tax credits, reduced income tax rate/zero tax rate or some other form of compensation.

Its Socialism at its finest.  I am also in favor of a truly Socialistic Tax Structure of a National Sales Tax with Zero tax on food, medicine, houses and used goods and a HEAVY tax on Religious Organizations and Churches.  Its about time those worthless land occupiers and scam artists start paying their fair share.  Its ridiculous how much the Church gets away with in the United States.

The problem lies in the people who determine who recieves TANF, they overlook the rules and will give it to all sorts of people they shouldnt. Seen it with my own eyes. Stavios' point is very valid, you have the people lieing an scamming their win into the program, and the people awarding them give them to people that shouldnt have it. I cannot figure out their reasons, but it doesnt change the point. Our countries welfare system is broken, those who should get it, dont, and those that shouldnt, more often than not.
The system may work in principle, but never works in reality due to human corruption. Thats the difference between whats preached in Universities and what actually works, the reason Socialism and Communism fail in the real world - and the thing so many idealists seem to leave out. The human factor, which you will never get around.

Corrupt people will always find their way to power, and in those situations, it winds creating a huge gap with no middle class whatsoever, it becomes the extremely small group of elites vs everyone else living in poverty.
Those systems just make it easier for those in power to take it from the average person.

Capitalism is wonderful as well.  Taking the best that Socialism has to offer and the Best that Capitalism has to offer and using each where its fit to do so is the best course of action any nation can follow.  We have done this since the inception of the United States but where we get it wrong at times is not adjusting the levels of each to fit the point in history aptly.  Socialism for the Rich, Capitalism for the poor has been a detriment for a while and a level playing field in some instances such as tax structure and Healthcare would be beneficial.  I won`t hold my breath though as the IRS does not seem to be going anywhere anytime soon and Insurance companies will continue to rule as dictators over the Doctor/Patient relationship that is supposed to exist without a middleman.

No shit. 2 years in Norway doing my Masters. Nine months in Stockholm as an intern/trainee. Numerous trips to Denmark an a 8 week stint living there for work. Tons of Scandinavian friends/co-workers.
