The argument isn't whether it's offensive, it probably is, but rather should the word or any other word be banned. 

i think the answer to that is well established and quite obvious, i am more interested in whether or not its logically offensive.

logically, no. but like 'queer' means unusual, it has a negative meaning when used towards gays - even though they are 'unusual' (meaning not the norm) in terms of their sexual preference. retarded is accurate, some people have retarded mental or physical development - it has been slowed or stopped at a point short of full development, but it has become a negative term. like negro is now.  in a few years 'special needs' will probably be seen as offensive by the next generation of retards who dont like being seen as inferior for having 'special needs'.
