So alot of cops are like this? Hmmmmm. The police force will be a microcosm of the broader society. There will be people like you describe, yes. But there are also good people. This would not happen. There would be a person with a heart in that police dept. A coverup could not happen in todays day and age. Especially a racially charged murder. And furthemore, there is absolutely no incentive for multiple. Yes, ,ultiple officers to be complicit in a coverup or conspiracy. There is more to be gained by outing such a thing...money, interviews, books, etc... Than there is maintaining silence...no widespread attention or moneys associated with those things, only possibility of job advancement and maybe minor money. The draw to blow the whistle would be too great to commit the crime of cover up and risk jail and loss of respect for ones self.
