I never met anyone in school who had a college fund started by their parents. This seems to be a perfect world scenario that is almost never reality.

You're absolutely right. Most kids don't have a college fund in place, because their parent's are like Paco. They'd rather spend money on drugs than on their own kid that they brought into this world. It's a vicious cycle, but somebodies got to do it.
