Yes he does. Mike's calves are not only bigger but defined. His chest and shoulders are more defined as well. Arnold is smooth and flat in this particular shot.

Mike had a thick midsection front to back/side on and a shallow chest, especially in comparison to arnold. In many shots his belly sticks out further than his chest

Look how wide and sweeping arnolds lats actually are here, even not at his best. He just needed to place his hands more infront of him so his arms didn't detract from the pose
