Ideas, not genetics, are what cause people to rise or fall. People trapped in poverty are trapped by their mind, not their circumstances. I know way to many people who have started with nothing to believe that people are doomed to stay in the station they were born to.
Blacks in urban areas and in certain parts of the deep South have developed poisonous ideas. Walter E. Williams wrote an article almost a year ago to the day about how welfare is an equal opportunity destroyer:

Thomas Sowell wrote and entire book,

None of these ideas about education and oppression were inherited. It is the result of groupthink. It was taught to these kids by their parents and by their teachers and by the liberal culture. Kids are taught to be part of the collective: don't leave the group and don't think for yourself.
Where ever Collectivism is adopted progress stops. Look at the Middle East. There you have the world dominated by a Collectivist religion and you can see that world is almost exactly as it was when that religion was adopted centuries ago. In Europe they seem to be stuck in the early 20th century, at best, which is about the time when Marxism began to be popular.
The only way to combat this is by teaching people they are unique individuals who are responsible for their own lives. In other words, people have to grow up. And that is a hard sell.
