As long as the server part is running on your remote PC, you can take over it's desktop via the VNC client. Many helpdesks work with these tools.

Yes..powered on with internet access so you can access it remotely.

Teamviewer is best in my opinion. I tried all the rest and they can't match it for reliability/performance.

It is a tad expensive though....
