The idea among some powerful criminals in this data-world, that we must have an absolute, active, consolidated and comprehensive form of identification, is what concerns me and causes me to believe there is widespread trouble ahead. I cannot see how this could be pushed as anything but a measure of relief against desperate circumstances (causing very real pressure to create desperate circumstances - that's the problem).
If some future scenario existed, where military-type personnel attempted to go person-to-person, I could see it being done for the purpose of biometric databasing, and done as a declared "securing" of the environment.
