From what I recall, they came at those numbers from rat studies. The degree to which a steroid hypertrophies the levator muscle--relative to test--is used for the anabolic value. And the degree to which a steroid hypertrophies the prostate is used for the androgenic value.
Hardly applicable to our purposes, but at least you have an idea how they reached those numbers
