I hate Phil but I don't see who can beat him.  He still hasn't reached his peak and has yet to come in bone dry.  He'll figure that out and dominate a few more years.  I don't see any lifters in the IFBB that can threaten him.  Kai is second but unless Phil just fucks up both at their best Phil wins each time, even then Phil will get a pass like Cutler did in 07 if he isn't at his best.
The biggest issue with heath is how he loses so much size off season.  Not sure how many years he can continue to blow up before a show and still look good.

He has reached his peak and will never come in dry it's not possible with the drug regimen he is using.
