and yeah, things have grown since 93. It was agreed under Bush/clinton, continued under bush, and now under obama, that the fed govt oversee these things. It's not a dem thing. These lands connect from state to state and it does make sense to use a fed agency - saves a lot of $ by consolidating resources and connecting systems. The level of beaucracy in having 50 mini-BLMs trying to handle this, well, you can see why it's there.
