What's the point of having Police and National Guard on site, when they aren't allowed to shoot down rioters and looters?

If they were given orders to shoot to kill, all rioters and looters, then all this crime would have been over quickly, and no one of any value to humanity would have been injured at all.

This isnt East Germany bro. There should never be an order to just shoot rioters and looters, as neither of those crimes deserve a death sentence.

It the first blacks that were brought to America were brought here as free men instead of slaves, would anything be different? Did slavery and racism retard their social and educational development? Would it have made a difference?

I want to believe that it would have made a difference but I'm really not sure. When you see how things are in Africa it doesn't paint a pretty picture. I'm trying to be fair and get to the bottom of this thing. What am I missing?
