You don`t even have to propose this question.  Here is a better exercise.  You can find many countries in the world with African populations and study their history up until today.  The hard part lies in finding one that is actually a decent place to live or that has been at the forefront of technology/civilization.  Its not like they have lacked man power, resources (tons of oil, metal, diamonds, etc.), land area.

The best civilizations in Africa were not African. Take Carthage for example, it was made up of phoenicians and later assimilated with the berbers.
