The Dutch and Scandinavians have the best English skills, everyone speaks it. Germany ok'ish, but France and Spain and Italy good luck to you if you don't speak the local lingo, even as a passing by tourist it gets difficult.

Scandis speak perfect English, more clearly than most us northen c.unts... Dutch and Germans usualy more accented
