Because people are sheep that's why.
They know people will go watch these "Reboots" they make that make use of an old franchise.

Saves alot of time and energy when they don't have to think and come up with totally new ideas, since they know they still can make a boatload of money off these reboots.

Total Recall (Colin farrell? lol), Poltergeist, Karate Kid, Clash of the Titans, Planet of the Apes, Rollerball, Psycho, Amityville Horror etc etc etc

because everything has been done and re done andt that's just how it is so if they want to develop a tough, no shit cop moviethey should just make one and don't call it dirty harry! The thing is they craftily want to get a new audience but they use the brand name to get old fans interested even though they know the fans won't be pleased.
The other thing is what iconic characters are being created these days that are owned by a particular actor? NONE, all are replaceable but that's what they don't get about these classic films they have a star that is/was that character and embodies it! It's just not happening today especially with all these superhero movies about where they just change up the cast if they don't think the last one worked.

They can get a bunch of extra customers/moviegoers only by using the name of a well-known franchise as well.

That's why they don't use the name "Random Cop" which they very well could have.

The pull an old franchise has over old fans from yore is just too strong.

Hugh Jackmans resemblance to clint when the first x-men movie hit in 2000 was quite remarkable. Obviously hugh wasnt even made up to look like clint but the comparrisons started .

If they were to recast he'd be the one imo.

James Bond gone through a change to "adapt" to the current state of affairs, and so will probably Harry.

It won't be Dirty Harry (as we know him) anymore.
