The penalty for getting busted in the joint with steroids or narcotics is the same. Nobody is going to risk losing their "good time" credits and privileges for anabolic steroids. Nobody is addicted to anabolic steroids- plenty of people are addicted to heroin, meth, Oxy, etc.
In the joint a few ping pong balls filled with heroin and meth are worth THOUSANDS of dollars. A few ping pong balls filled with Dianabol are worth zip.
