Actually, no.

He's no longer governor. He has a right to control his public image. He has the right to contract with journalist and reporters whom he gives them his time.

Your logic to this topic if flawed beyond belief. Arnold is his own man and he controls the interview if he wants.

She is is dumb girl that will likely be branded now for not being able to keep her end of the bargain - only talking about topics that were agreed upon ahead of time.  She wasted everyone's time in this interview.

Arnold needs the media? Arnold was in over 30 movies. He is known worldwide. He can do without.

A prepped interview is lame? If you honestly think the majority of interviews are not rehearsed you must be very gullible. Even Larry King went over with his guests the general variety of questions to be asked. You think soundbites are just made sporadically? Lmao.

Weak? Not abiding by a contractual agreement discussed before the interview is weak.  Better yet telling Arnold's managers that the interview would be about health and fitness and using false pretenses to arrange an interview because you're a weak and ill known journalist is weak. Maybe if the interview was conducted by a top tier journalist walking off would not be a correct move but she is not a well-known and just cost her production company money by not following the contract and wasted his time.

It's shit stains in this country that don't know how to abide by contractual obligations that make it weak.

I understand your point as a journalist.  but Arnold will not enter an interview without presenting the interviewer with a list of questions that are ok, and a list of questions that are off limits.   whether that is cheezy or not, he will not take an interview without that agreement and understanding.  in other words, she agreed not to talk politics, and did it anyway.

As far as I know he doesn't avoid issues (ala private email servers) but he just keeps business and politics separate. The journalists know this.

Its been reported the channel are pissed with her, she had 5 mins and asked 2 questions that weren't appropriate to the theme of the interview. The interview had already run over when she played the trump card and Arnold's guy signaled it was over. She basically ended it, if she'd stayed on track it might have run a bit longer.

Even though these things are hashed out beforehand, I think most in the media understand that there might be a snuck in question here and there. It's somewhat of an unwritten thing. The media can try to get them in, but the interviewee or their press agents can punish them by ending the interview or banning their people from appearing on the platform.
