The packages with damaged lungs and other such warnings have been around for ages. Studies actually proved it as ineffective, due to the packages becoming a 'collectors' item e.g. attempting to collect all different imagery. Hence why they stopped distributing them for a while. The Commission has been trying to restrict tabacco for ages, especially in the form of package and advertisement restrictions (non-colorful/non-visible brands uniform packaging, etc.). In the end it mostly comes down to healthcare systems and insurance coorperations not wanting to deal with the long-term health effects. Political at best, and nothing to do with the welfare of the populations.
