the US police force is no doubt institutionally racist. it's probably not even deliberate at this point  it's just so far entrenched in the system.

back in the 90s there was a high profile case in the UK where a black youth was stabbed to death in unprovoked attack. the police completely bungled the case, disregarded a ton of leads that should have led to arrests. made assumptions about it probably being something to do with a drug deal gone wrong and just totally mishandled the investigation.

it was so badly mishandled it led to an inquiry being held and the finding of that inquiry (Mcpherson report) was that the metropolitan police force(london police) was institutionally racist. it was accepted that had the victim been white the investigation would have been of a much higher standard and it was not an isolated case. it was found that there was a two tier system across the board based on race, in both how victims of crime and suspects were treated.

tbf since that enquiry i believe policing in london has improved immensely . i think this is the major problem in the US. most people know the police force is racist. but the powers that be will never admit it, and you can't really make any progress until you accept and recognise the problem.

When I lived in London I pinched a policeman's helmet.  Naturally, I returned it and, over a pint or two, the members of the force agreed that Constable Porcine was a jolly good sport for joining into the spirit of the occasion, although he did retain a bit of a crimson hue throughout the festivities.  It hadn't occurred to me until now but a black fellow, who wandered into the pub and was promptly carted away on suspicion of wearing tweed, may have gotten the muckier end of the stick in the arrangement, taken as a whole.

I didn't read the article, but according to the link, it says cops should admit when they fail. Seems legit to me. All jobs should have yearly reviews and if you suck, you're fired.
