I read the whole transcript, which you probably did too, thus why you didn't link it.  He talks about the negligence/incompetence in the middle east fostering an environment for their growth.  He wasn't saying they deliberately/specifically created it.

Either way, isis was around before obama took office. They just grew much stronger while he was in office.  Plenty of evidence suggests that some of the political decisions/sides we've taken have benefited isis. I don't think that much is up for dispute

He provided a context for it, albeit an incorrect 1.  Im okay with what he said given thr context he provded with it.  Its not as if the left has held back punches thrown at trump.

What the general public thinks has no bearing on what actually happened.  If you don't think they were much of a threat, then you were as wrong as he was.  Plenty of others that were more well informed military minds certainly weren't under the same opinion.
