I would say when you have over 90 percent of a certain demographic (blacks in this case) voting over and over again for one party, that would constitute the true meaning of the word "Core of the party".

We do not see the same with the Republican party with any Demographic.

So yes, we can easily conclude that the "core" of the Democratic party are made up of blacks who do not vote any other way which is what a Core would be.

I think they are pointless.  They are beyond help and will do nothing but blame everyone else anyway so what is the point of any party even bothering with them.  They need to solve their own problems and not expect others to do it for them.  That will NEVER happen though.

But that isn't what I asked or what you said. A high percentage of black voters being democrats doesn't mean that every black person is a democratic voter. It doesn't mean that every black person who has committed a crime is a democratic voter.  Those are two different things.  It also doesn't mean blacks are the largest voting block within the party.
