Russia has a well known history of suppressing all religions and anything that could be viewed as a moral authority vs. the authority of the state.

If the intent was to go after "muzzies" then they could just choose to only enforce the law against "muzzies" and no one would stop them or criticize them

It's pretty obvious that they very much want to suppress (and persecute) Christians along with all other religions other than the state sanctioned Orthodox church

Maybe comrade Trump will bring this idea to the US as part of his plan to make us great again



Yes, during the communist times when state was officially atheistic.

Russia is much less authoritarian than the media tries to portray.
There would be plenty of criticism - internal and external - if the law would abide only muzzies.

Plus Russia has very good muzzie community whom are wanted as part of the society and country. 
Just weeks ago Russia sent military police unit consisting of Chechens (muzzies) to Aleppo to help Syrian government establish order after the liberation of the town.
They were active also in Ukraine defending Russia. They would have liked to do more but didn't get permission from defense ministry.
Battalion of them fought in Georgia too.
