Yes, the President can deploy the National Guard in Los Angeles under certain circumstances, but it typically requires specific legal authority or conditions. Here’s a concise breakdown:

•  Federal Authority: The President can federalize the National Guard under the Insurrection Act of 1807 (10 U.S.C. §§ 251–255) if there’s a rebellion, domestic violence, or an emergency that hinders the execution of federal or state laws and deprives citizens of constitutional protections. For example, this could apply to widespread civil unrest or a disaster overwhelming local authorities in Los Angeles.

Thanks for providing this information. However, it does not answer my question. I asked, "When was the last time a (U.S.) President called up the national guard absent a request from the Governor?" The answer as best as I know is, "The last time a president deployed the National Guard without the request or consent of a state's governor was in 1965, when President Lyndon B. Johnson sent troops to Alabama to protect civil rights marchers during the Selma to Montgomery marches," according to an AI overview.

The bad news is that the Portland police are gearing up for possible ICE and “No Kings” protests over the weekend. It looks like I will not be going to downtown Portland anytime soon. I detest the violence and destruction that comes with this as it has previously. Not all of the damage and destruction has been repaired since the BLM protests and riots in 2020 through 2021. Fortunately, there is little chance these protests will extend to where I live, at least not violent protests.

“I think the governor of Minnesota is so whacked out,” Trump told reporters on Air Force One early this morning. “I’m not calling. Why would I call him? I could call and say, ‘Hi, how you doing?’ The guy doesn’t have a clue. He’s a mess. I could be nice and call, but why waste time?”

Why does Trump bother to make these types of unnecessary comments? Perhaps to make sure he is constantly be in the media and therefore the public eye.

A lot of it has to do with his availability - he answers more unscripted questions than any president - he never ducks the press.  So he speaks off the cuff so much more frequently, which produces those type of remarks.

Your comparison is between apples and oranges. Britton is a nut job and cross dresser who had an extensive education which included dual master’s degrees in nuclear science and mechanical engineering. Who also had considerable relative work experience. He was appointed as an assistant secretary.

Thomas Fugate has a Batchelor's degree in political science and zero- nada relative work experience, discounting an internship with the Heritage Foundation. He was appointed as a DHS official  with responsibilities relating  to terrorism prevention and violent extremism.

Sam Brinton was appointed to a deputy assistant secretary position in the Office of Nuclear Energy by President Biden. -Served in the role of Deputy Assistant Secretary of Spent Fuel and Waste Disposition from June to December 2022.
Education:
A bachelor’s degree in mechanical engineering with a nuclear engineering focus from Kansas State University.
Dual master's degrees in nuclear science and engineering from the Massachusetts Institute of Technology (MIT).

Relative Work Experience:
Working for think tanks focused on nuclear policy and clean energy, such as the Breakthrough Institute, Clean Air Task Force, and Third Way.
Holding a role at Deep Isolation, a company focused on nuclear waste disposal.

Thomas Fugate, a 22-year-old with a Bachelor of Arts degree in politics and law and no related previous work experience, has been appointed by US President Donald Trump as a Department of Homeland Security official overseeing the government’s main hub for terrorism prevention, including an $18 million grant program intended to help communities combat violent extremism.
Work experience:
Gardener, grocery store assistant, and intern at the Heritage Foundation earning between $18 and $20 an hour.

Sam Brinton has gender dysphoria and is a criminal.  So there's that.

How did what work out? Comparatively speaking, it is too soon to know.

I was comparing these two appointees’ qualifications for the federal positions.

Sam Brinton was qualified and experienced for their low-level federal position. Brinton worked in the appointed position for six months before he was accused of stealing luggage and put on leave.

The other fellow Thomas Fugate only started working in May and did not appear to be qualified for the position, either with his work experience or education, which is why there has been such an uproar over his appointment.

So, this is my answer to your question.

The federal position did not work out for Sam Britton, who is currently running their own consulting firm, Core Solutions Consulting in Washington, D.C. This work includes serving the need for expertise on socio-technical translation regarding nuclear waste management and congressional affairs. https://www.linkedin.com/in/samuelbrinton/

It is much too soon to know how Thomas Fugate will ‘work out’ in his appointed position.
