But not the same or close, muscles are tired, triceps are smaller and his overall look in 98 he is fuller and more “fresher” look

Just the way life goes, he’s aged as expected

he's closer to the camera in 2016 which helps make him look comparable to the 98 pic, but in the 98 pic his tricep head pops more and his pecs look thicker, his shoulders are clearly wider in 98

i would say the only thing that might have looked better in 2016 is the vascularity, which can give the illusion of being bigger and in better condition

He really is a lot more vascular since he made his comeback, isn't he? I wonder why that is? Is it age? Thinner skin? Muscle maturity?
