From a commentator yesterday. The comment from the ICE officer who shot her was "whoah!" The other officer on the scene is apparently the one made to f-ing b comment. Not that it really matters.
I may or may not matter whether Ross said this, but if he did, it speaks to his state of mind whether he said it before or after shooting her. You may be right about who said "whoah." The video recorded by Ross indicates he said this a split second before the shots were fired. If the investigation leads to legal proceedings, this could matter a lot.
I don't think he said it, but whomever said it, said so after he was hit by her car and after he shot her. That person's state of mind after the officer was hit doesn't really matter. What matters is what the officer was reasonably perceiving before the shots were fired.
