For overall military strength yes, but special forces are relatively small in numbers and more low-tech, they rely more on experience and training.

Israel has been in non-stop conflict since their creation, within and around their borders.

Before them it was the Rhodesian Selous Scouts who were the best in the world and they had very little funds.

The North Korean soldier still wears a 1950's era steel helmet with no body armour and carries a cheap knock-off Chinese version of the AK-47.

Their tanks and planes are mostly from the 1950's and 60's, a few of their 'best' tanks and planes are from the 1970's.
