Rules are rules. If exceptions are allowed, what's the point in having the rule in the first place? Performance enhancing drugs give those using them an unfair advantage over those who don't. It as simple as that.

I know that it's quite prevalent in rugby, they use in the off-season to bulk up.

What you're describing isn't a drug problem, it's a mentality that the end justifies the means.  The thought that everyone is using or I need to win at all costs is a belief system, no different than naturals who compete drug free because it's "right".

High school sports are clean and even if pro sports legalized a drug that doesn't mean its going to be approved on the amateur level (i.e. marijuana).

The reality is not everyone is created equal and life isnt fair and steroids dont even the playing field.

Good luck with what you want to see. ;)  I'm not sure your idea would eliminate all advantage. IMO, both controlled and open competitions can co-exist as long as long as it is made clear and only those folks entering restricted, drug free competitions  need to be tested. This is already the case. It's not clear to me that drug free contests are well monitored.

Note: I may be bias since I am on HRT. Since there is almost no chance that I would compete, it is a moot point.

It is obvious many drug tested bodybuilders and powerlifters are using and passing the tests and this is admitted by competitors.  What kind of mindset is needed to be proud of winning a contest against natties when you know you are juiced?  These guys must be sociopaths.
