women, children and the infirm are advised not to approach him. although he looks quite frail and feeble, he is somewhat unpredictable and can muster considerable "retard strength" along with having a penchant for using extreme violence against the weakest members of society.

this is a matter of great urgency. police say if not apprehended swiftly it is inevitable that he will attack again.

Actually, the difference between murder and manslaughter is hardly splitting hairs.
Manslaughter is killing without intention or malice. You can be guilty of manslaughter and serve no time. Never in the case of murder. There was an incident here about a year ago where this guy was bullying this other guy. Getting in his face, yelling at him, shoving him. Finally, the victim picked the guy up and dumped him on his head which killed him. He was found guilty of manslaughter because he did kill the guy but was let free due to the context and circumstances involved. If you are found guilty of murder, premeditated killing of an innocent, that is a very spefic case with no wiggle room.

Most people that work in the area have gone by then and that's when the homeless start coming out. They got rid of all the chairs and table about two years ago because of the homeless take it over and set up residence. You don't live in Hawaii and therefore have no idea of our culture.
