I'd like to see the 10 years before 2000 as well. Seems to me that border apprehensions correlate to political and economic things happening in the U.S. Someone already pointed out the Secure Fences Act being responsible for a continuing drop until it started climbing again from '12-'14. I actually did not think of the fences act, but the housing/financial crisis being the correlating issue from '08-'12....combo of both maybe?
'15-'17 it becomes a hot topic, Trump wins, digs in hard that he's going to get it through '17. 2018 Dems start fighting back, and things spike up again. Seems like many are thinking "let's get in while we can. Dems are on our side" Keep in mind this chart is just "apprehensions". We don't know if what number of those were drug apprehensions, or just trying to get here to stay?
Also, 2001 (9/11) seemed to be another big deterrence to coming here until '04 when it spiked back up.
