Not sure your original point about lynching.. Did the lynching Bill you speak of hamper Law Enforcements response or the response of medical staff and impose fines or imprisonment if the Bills requirements weren't met? Probably not.. so the "Boom" of Pellius is actually funny
Not surprised at all that you don't get it.
It specifically states "any health care practitioner present" at the time of a birth "exercise the same degree of professional skill, care, and diligence to preserve the life and health of the child as a reasonably diligent and conscientious health care practitioner would render to any other child born alive at the same gestational age." After providing appropriate car the baby is to be "transported and admitted to a hospital".
The bill also states that anyone who "intentionally performs or attempts to perform an overt act that kills a child born alive" is subject to criminal prosecution for murder.
Guessing that you believe that abortion clinics have all of the necessary equipment, etc. that a hospital would have. They don't. Not really sorry that someone would be fined or imprisoned for murder/neglect.
Please post exact/full context words from the bill and what you exactly have an issue with those about. Or just scream "Women's rights!"
