If the employee has found something else then he has to notify unemployment himself.
And the employee doesn't have to sign a letter of resignation. The employer can notify unemployment that the employee refused to return to his job, then unemployment will take action.

Even if you don't notify the unemployment office they will know right when you fill out your W-2 and if you continued to collect they will come after you. In this case, he is still unemployed and intends to remain so until it runs out. Every week you have to fill out your claim form where you claim that you didn't refuse any work and looked for work and keep records to prove it (three inquiries per week. This is not enforced. Unless they have some compelling reason to come after you they are not going to check the thousands of claims and verify with every employer you supposedly contacted to check if they got a job application from you. They simply don't have the time or man power.

And in real life this is how it happened, store manager at Ross calls Bill and says, "Hey bud, if you want we're hiring again." Bill says, "Thanks, but I got another gig. Miss you guys. I'll stop by some weekend to say 'Hi'." Bill says, "Good luck, brah. Don't be a stranger."

Nothing comes out of the store manager's pocket. He hires the next kid that walks into the store looking for a job that will pay for his phone, weed, car, and girlfriend while he lives at home. Bill continues to coast for the several more months making over twice the amount before doing nothing before he has to find another entry-level position which he'll get hired for the day he applies because he's clean-cut looking and speaks well. In Hawaii, just being even semi-articulate and being able to string together a coherent sentence in real English is a huge plus.

Life goes on. Hawaii, a socialist State, continues to fall further in debt.

If any employee of mine told me he got another job while collecting unemployment from my corporate reserve account, I’d have that liar broke and jobless ASAP.
I can’t stand lazy people that milk free money.

Just to be clear, when someone collects unemployment legally while working they have to claim what they are earning. The cut off is pretty low. Most people cannot collect unemployment and a salary at the same time unless they are doing it fraudulently. If they get caught cheating the system, they are in deep doo doo.

Of course, employers who pay their employees under the table facilitate this kind of fraud. Why would an employer do this? Well, to avoid paying employer taxes such as social security. workers comp and unemployment. clearly some employers are just as culpable as the employees they hire to work for them illegally maybe more so.

I don't know how much clearer I can make it and made it very specific. He made about $360/wk working full time. When he got laid off the State unemployment agency paid him something like $285/wk (I don't remember the exact amount). That is where it would have stood if it wasn't for the coronavirus. Due to the pandemic every person who got laid off, whether part-time or full time, whether you made two grand a week or two hundred a week, during the pandemic was further subsidized by the Federal government with an additional $600/wk. So being on unemployment he went from $360/wk working a shitty job full time to making $885/wk doing nothing.

Well then, you just made it clearer, thanks. If I am understanding you correctly this is because of the fixes the government is trying to evoke because of the pandemic and it is not the normal process for collecting unemployment.

The other side of the coin, which may not be the case in Hawaii but it is in Oregon, the bureau of unemployment is completely stalled/overwhelmed. People are encouraged to file online, which hasn't speed the process. When trying to  check on their long overdue benefits they are waiting day's not hours to get answers from the unemployment office. There was an article just today in the Oregonian about a person who had been trying to call the unemployment office for almost a week, only to get a busy signal every time they dial. Finally, the got in a cue. After 4 hours waiting for a live person, they were cut off.

Put yourself in those people's shoes. They've lost their income through no fault of their own and all they have is unemployment. They may have been among the majority who live paycheck to paycheck and it has been more than a month since they got one of those. They are probably feeling pretty desperate right now.

I don't know your situation, but almost all my income is a result of retirement benefits. So far, the checks keep rolling in and monetarily I have not yet lost a penny. I actually felt guilty when the stimulus check finally arrived because, well, I didn't need it. So I banked it because who knows what the future holds....not that about $750 is going to mean a hill of beans if my income were to disappear.

Oh, it's been a HUGE problem for the unemployed trying to collect their benefits. I've been furloughed but it took a full month, trying every day at various times, literally hours during the day to try to get through online, which the only way you can file. It's better now as they've hired more help and are working out of school cafeterias. I was OK but for many they live paycheck to paycheck and it was like life and death for them and the pressure for the State to get their act together was enormous. You mess with a person's livelihood -- his ability to feed his family -- they go into fighting mode.

But it's better now and but they are extremely overwhelmed and trying to go after a college kid riding his benefits to the end or checking all his contacts (3 a week) is an extremely low priority. You have to feed people first before you start going after people who makes no difference to the government drone at his desk going through the motions waiting to clock out when it's just extra work for them and doesn't come out of their pockets anyway. Like all government spending, it's easy money when someone else is paying.

Man accused of beating 75-year-old in Detroit nursing home pleads not guilty to assault and other charges.

He has a probable cause hearing scheduled for June 4 and a preliminary exam on June 11 in the 36th District Court in Detroit, Miller said in an email.
