Certainly has improved over the last several years. That being said, there are still some neighborhoods best avoided.
I agree with you. I've watched some home remodeling shows about the reconstruction going on there. Still, all those vacant lots where the homes were demolished is pretty sad. Even the opportunity to get in on the ground floor price wise isn't enough to lure people into moving there.
Some of my family has lived in Albion, MI for several generations. It is a small town about 100 miles west of Detroit. Even there, home prices have been very depressed for years.
