Maybe the reason you think it is nonsense is because you didn't read all of what I wrote or your reading comprehension is off. I answered your questions about political experience in the first sentence. In the third paragraph, I addressed and listed Ted Wheeler's political background/experience.
It surprised me that police officer is considered a entry level position. Then I remembered that a long time ago, when he was in his 20's a friend was hired by the Portland Police Department and worked there for several decades before he retired. Previously he worked in the wholesale florist business which is not a work that I would imagine is considered as relevant experience for becoming a police officer.
