That's not at all clear.  Arnold is closer to the camera in all shots, and he also flexing and posing in the shot where Ferrigno is shaking hands.

Ferrigno was the bigger man, and had larger arms.  Also way better triceps.

This, srs, Arnold had legit 22'' arms at 6'2'', Ferrigno maybe had 21.5-22'' but since he was taller (6'5'') his arms appeared a bit smaller
