Yes, it's that he was over by 16 mph, and he has a bad driving record already -

I read one of his arrest reports, yelling at the cop about being out of shape, telling the cop how jacked he is, etc.
It was really bizarre and strange behavior... Something someone on drugs would do.

And he wasn't necessarily going just 71 mph like it says on the ticket.  That "71 mph" is a cop term of art shorthand for "more than 15 mph" over the speed limit.  His actual speed could have been more and enough more that the cop decided to do this.  There's probably a report somewhere saying what his real speed was.

Want to get this in before Hankins shows up and claims it was a dick cop who should have just given him a traffic ticket because he was only 1 mph over where it'd be criminal.  My guess is he was going well over 70 and got pulled over then was a dick to the cop and Hanked himself into a squad car.
