Policies are nothing more than political talking points, a politician promises to the electorate, a promise that politician are not held to for a number of reasons. No one actually votes for policies except by distant extension. Folks vote for politicians who develop, review and implement policies... a sometimes extremely long process fraught with compromises and legal battles, etc.
