Joswift is correct in some ways but the fact is a sagging chest is mostly a result of a heavy bench press career.
regardless of opinions from so called experts the upper chest is still relivant
Wouldn't you say a sagging chest is mostly due to age, bodyfat and inelastic sagging skin?
The first aging sign on a competitive bb is at about 40 when there is, as almost a rule, a slight skin crease below the pec line. Muscle itself doesn't sag like that imo, it's the skin that's the problem, and the nipples that follow the skin, sometimes the nipples sag below the pec muscle, look at Romano. Muscle is never a weakness or bad, even lower pec muscle, the more the better as the skin sag will show more as muscle shrinks. Delay that age related sarcopenia as much as possible, take your test and GH and eat that protein
