You do realise that Ukraines entire infrastructure and nuclear power system including nuclear weapons were all Soviet made or formed part of the previous Soviet defensive system that was held as defence against NATO the Russians never intended developing weapons and giving them to Ukraine along with their independence for Ukraine to then aim them at Russia, they disarmed as part of the agreed break up of the soviet union.
