Yes the Rs have to come up with a plan since they hold the power, but it's really been a year, and he's starting with TrumpRx.....

Trumpy claimed many times that he already had a healthcare plan back before he was elected the first time.  It was one of his main campaign themes. 

And yet it never materialized.   Just like the one "concept of a plan" that he claimed to have.  Unless you count when he stupidly was pushing the one payer / universal implementation this past summer?  Did you miss it?  It would have been easy to as fast as his advisors shut him up about it.
