Have you ever been hit by an UNINSURED driver?  Happens much
too frequently here in California.  Well, Arnold applied FORCE to
illegals to GET a license so they would be ELIGIBLE for insurance.
It was a VERY UNPOPULAR policy for him to enact.  But now we can all collide, knowing that we can sue eachother.
