It might look something like a bomb, to a passer by. Hence, them calling the police. When the cops follow procedure they take it seriously. There lives could be on the line. Correct, which the police reported in real time as it happened. But, procedure calls for them to treat each package a certain way. They did not know if they where "dummy" devices leading to a real bomb, or what was going on. The fuzz had no clue about any of the "sings". They had 10 reports, of 10 different devices from different parts of the city. With no knowledge of the "devices" ,they took them seriously.
