When you come back again in another life make sure you are born to parents like those of Franco Columbo. Because that's about the only way your going to get wide lower flaring lats. Low, medium or high lats are a genetic thing. Similar to high calves, narrow shoulders, wide hips,flat biceps, etc.
Can always make unbelievable improvements on the lats (or any other body part) but the structure and muscle inserts pretty much dominate the muscular shape. If you have the potential for lower lats, but really have not worked hard enough on them to bring them out to their fullest, than the opportunity is there. Some guy's think their working hard in workouts, but truth be known, they train no where near their full capacity.
As T_C suggest, low pulley rows are good (either one or both arms) paying attention to a full stretch. Try keeping the grip narrow to medium with curl grip BB rows & chins. Dl's are great but should not be a stand alone movement for the lats. (another exercise overlooked for the lats, which also gives them a full stretch, are SLDL's ...might try standing of a 6" box/block or so for an extra stretch) There is a need for a actual pulling exercise in any lat training. BB/DB pullovers affect the lats in a outstanding way. If you gym has a Nautilus pullover machine you are in luck. Top of the line equipment, giving top of the line muscular results. Other pullover type machines hold value, as long as the point of resistense is on the point of the elbows and your not pulling with the arms themselves. Alternate Hammers machines also show merit. Fashion tip: might wear your trunks (or whatever) higher up on the waist to give a illusion of lower, fuller lats.
