"Project Gunrunner," an operation run by the U.S. Bureau of Alcohol, Tobacco and Firearms, was designed to stop the flow of guns from the U.S. to Mexico's drug cartels, but had the opposite result. Investigative correspondent Sharyl Attkisson reports.


(CBSNews)  WASHINGTON - Keeping American weapons from getting into the hands of Mexican gangs is the goal of a program called "Project Gunrunner." But critics say it's doing exactly the opposite. CBS News investigative correspondent Sharyl Attkisson reports on what she found.


December 14, 2010. The place: a dangerous smuggling route in Arizona not far from the border. A special tactical border squad was on patrol when gunfire broke out and agent Brian Terry was killed.


Kent, Brian's brother, said "he was my only brother. That was the only brother I had. I'm lost."


The assault rifles found at the murder were traced back to a U.S. gun shop. Where they came from and how they got there is a scandal so large, some insiders say it surpasses the shoot-out at Ruby Ridge and the deadly siege at Waco.


To understand why, it helps to know something about "Project Gunrunner" an operation run by the ATF the Federal Bureau of Alcohol, Tobacco and Firearms.

"Project Gunrunner" deployed new teams of agents to the southwest border. The idea: to stop the flow of weapons from the US to Mexico's drug cartels. But in practice, sources tell CBS News, ATF's actions had the opposite result: they allegedly facilitated the delivery of thousands of guns into criminal hands.


CBS News wanted to ask ATF officials about the case, but they wouldn't agree to an interview. We were able to speak to six veteran ATF agents and executives involved. They don't want to be quoted by name for fear of retaliation. These are their allegations.


In late 2009, ATF was alerted to suspicious buys at seven gun shops in the Phoenix area. Suspicious because the buyers paid cash, sometimes brought in paper bags. And they purchased classic "weapons of choice" used by Mexican drug traffickers - semi-automatic versions of military type rifles and pistols.


Sources tell CBS News several gun shops wanted to stop the questionable sales, but ATF encouraged them to continue.


Jaime Avila was one of the suspicious buyers. ATF put him in its suspect database in January of 2010. For the next year, ATF watched as Avila and other suspects bought huge quantities of weapons supposedly for "personal use." They included 575 AK-47 type semi-automatic rifles.


ATF managers allegedly made a controversial decision: allow most of the weapons on the streets. The idea, they said, was to gather intelligence and see where the guns ended up. Insiders say it's a dangerous tactic called letting the guns, "walk."


One agent called the strategy "insane." Another said: "We were fully aware the guns would probably be moved across the border to drug cartels where they could be used to kill."


On the phone, one Project Gunrunner source (who didn't want to be identified) told us just how many guns flooded the black market under ATF's watchful eye. "The numbers are over 2,500 on that case by the way. That's how many guns were sold - including some 50-calibers they let walk."


50-caliber weapons are fearsome. For months, ATF agents followed 50-caliber Barrett rifles and other guns believed headed for the Mexican border, but were ordered to let them go. One distraught agent was often overheard on ATF radios begging and pleading to be allowed to intercept transports. The answer: "Negative. Stand down."


CBS News has been told at least 11 ATF agents and senior managers voiced fierce opposition to the strategy. "It got ugly..." said one. There was "screaming and yelling" says another. A third warned: "this is crazy, somebody is gonna to get killed."


Sure enough, the weapons soon began surfacing at crime scenes in Mexico - dozens of them sources say - including shootouts with government officials.


One agent argued with a superior asking, "are you prepared to go to the funeral of a federal officer killed with one of these guns?" Another said every time there was a shooting near the border, "we would all hold our breath hoping it wasn't one of 'our' guns."


Then, Border Patrol Agent Brian Terry was murdered. The serial numbers on the two assault rifles found at the scene matched two rifles ATF watched Jaime Avila buy in Phoenix nearly a year before. Officials won't answer whether the bullet that killed Terry came from one of those rifles. But the nightmare had come true: "walked" guns turned up at a federal agent's murder.


"You feel like s***. You feel for the parents," one ATF veteran told us.


Hours after Agent Terry was gunned down, ATF finally arrested Avila. They've since indicted 34 suspected gunrunners in the same group. But the indictment makes no mention of Terry's murder, and no one is charged in his death.


Kent Terry said of his brother, "He'd want them to tell the truth. That's one thing my brother didn't like was a liar. And that's what he'd want. He'd want the truth.


In a letter, the Justice Department which oversees ATF says the agency has never knowingly allowed the sale of assault weapons to suspected gunrunners.

CCRKBA to Holder on ATF Scandal: ‘Investigate and Fire, or Resign’

BELLEVUE, Wash.--(EON: Enhanced Online News)--Following new revelations regarding the growing scandal over the Bureau of Alcohol, Tobacco, Firearms and Explosives’ “Project Gunrunner” — the most recent on Wednesday’s CBS Evening News — the Citizens Committee for the Right to Keep and Bear Arms today is calling on Attorney General Eric Holder to investigate the allegations and remove ATF officials responsible, or hand in his resignation.

“Instead of cracking down on American gun owners, it is time to crack down on the ATF”
.“Instead of cracking down on American gun owners, it is time to crack down on the ATF,” said CCRKBA Chairman Alan Gottlieb, who earlier this week urged gun owners to pressure Congress to cut ATF’s budget.

The Gunrunner scandal was originally uncovered by National Gun Rights Examiner David Codrea and independent blogger Mike Vanderboegh. The case now has the attention of U.S. Sen. Charles Grassley (R-IA), ranking minority member of the Senate Judiciary Committee. CCRKBA believes the committee should launch a full-scale investigation of ATF and that Grassley should not stand alone in his pursuit of the truth.

“Two weeks ago,” Gottlieb noted, “Sen. Grassley called on Holder to ‘come clean’ about this scandal, and the murder of Border Patrol agent Brian Terry. He was greeted with silence. Agent Terry was likely killed with a gun that ATF allowed one of the Gunrunner suspects to purchase more than a year ago. We have seen documents that show the gun was recovered at the Terry crime scene.

“Almost immediately after he took office,” he continued, “Holder joined other members of the Obama administration in calls for new gun laws to crack down on American gun dealers and gun owners. He wanted to renew the ban on so-called ‘assault weapons.’ Now, thanks to independent Internet reporters and CBS News, it appears hundreds, if not thousands of U.S.-origin guns that made their way to Mexican criminals were allowed to cross the border by an inept ATF operation that was even criticized by ATF agents.

“Senator Grassley’s inquiry has been met with stonewalling,” he said, “but with these new revelations, the time for silence has passed. ATF officials in Phoenix who allowed this travesty to continue, over objections from field agents who knew better, should be fired. Acting ATF Director Kenneth Melson should go immediately, and a new director, from outside of the agency, should be appointed to clean up this mess. If Eric Holder is not willing to hold ATF officials accountable, he should resign.”

240 - this was started to screw with american citizens and try to do AWB2.   However, it backfired and an agent got killed.

This should bring about the end of ATF and Holder.

I think that the thin line between being delusional and playing devils advocate has been blurred in your mind to the extent that you have lost touch with reality. If I knew your whereabouts, I would phone the local mental health ward and have you committed.

This story reminds me of the flight school guy who warned the fbi about the terrorists trying to fly but not land or take off and the fbi didn't do dick. 

We need to end all the agencies asap. They do more harm than good.

I really don't buy the argument that mexican drug cartels get all their weapons from the US. This whole approach sounds like a pro-gun control argument.

Are people really saying that a lawless 'country' like meh-hee-co needs to get guns from a relatively restrictive country such as the US instead of (their) south of the border?

correct sir...they do get a portion of their guns from the US no doubt but they also undoubtedly get guns from other sources as well. They are able to get their hands on fully automatic weapons that are illegal to 99.99% of the US population. They are able to get their hands on GRENADES!!!!!!! that are illegal to every private citizen in the US.

The idea that the US lack of gun control is causing the wars and death in Mexico is laughable.

I don't think cartel home-boys are going after people with .30-06 Winchesters and 10/22s. And last I checked, it was pretty darn expensive and a hugh PITA to get ahold of an AR-15 or MAK-90 around here. Seems to me getting them from Honduras or Guatemala would be the way to go.

Then again, it's mexicans killing people, not the guns.... but that's a whole different discussion....

agreed and when they do buy guns from the US they either are going to have to modify the guns themselves or be able to get their hands on spare parts NOT READILY AVAILABLE in the US to make them fully automatic...

The whole US gun to mexico thing is over played by the pro gun nuts

Iono I think that just about every gun out there is going to need a different receiver or youre probably going to have to mill out some stoppers or both to enable fully automatic firing.

I know it can be done and its not to hard if you know what youre doing but you have to have access to either the right parts or tools to enable you to do it.

More Civilians Killed Last Year in One Mexican Border Town Than All Afghanistan [FLOUS Mexico safe]

More civilians were killed last year in Ciudad Juarez, the Mexican city across the border from El Paso, Texas, than were killed in all of Afghanistan.

There were 3,111 civilians murdered in the city of Juarez in 2010 and 2,421 in the entire country of Afghanistan.

On a per capita basis, a civilian was 30 times more likely to be murdered last year in Juarez, where there are 1,328,017 inhabitants according to Mexico’s 2010 census, than in Afghanistan, where there are 29,121,286 people according to the CIA World Factbook.

The number of civilians killed in Afghanistan was compiled by the Congressional Research Service and published in a CRS report released on Feb. 3. The number of civilians killed in Juarez was compiled by Molly Molloy, a research librarian at New Mexico State University who maintains a count of murders Juarez and published it on the Frontera List Web site. Molloy’s work on civilian murders in Juarez was also referenced in a recent CRS report on Mexican drug cartels.

Much of the violence in Juárez is sparked by drug trafficking organizations battling over one of the major smuggling corridors into the United States.

In Afghanistan, the U.S. is in the tenth year of a war that has continued since the U.S. invaded the country in late 2001 to overthrow the Taliban regime that had given sanctuary to al Qaeda and to prevent al Qaeda from using that country as a base for terrorist attacks against the United States.

U.S. forces suffered 497 casualties in Afghanistan last year, making 2010 the deadliest year of the war for U.S. military personnel. Through Dec. 31, 2010, U.S. forces had suffered a total of 1,358 casualties in Afghanistan throughout the course of the war.

The CRS said that of the 2,421 civilians killed in Afghanistan in 2010, more than 60 percent were killed by “anti-government elements, which include the Taliban and other individuals or groups who engage in armed conflict with the government of Afghanistan or members of the International Military Forces.”

“Pro-government forces caused 21% of the total civilian deaths,” said CRS.
