President Obama's national health care law will cost $1.76 trillion over a decade, according to a new projection released today by the Congressional Budget Office, rather than the $940 billion forecast when it was signed into law.

Democrats employed many accounting tricks when they were pushing through the national health care legislation, the most egregious of which was to delay full implementation of the law until 2014, so it would appear cheaper under the CBO's standard ten-year budget window and, at least on paper, meet Obama's pledge that the legislation would cost "around $900 billion over 10 years." When the final CBO score came out before passage, critics noted that the true 10 year cost would be far higher than advertised once projections accounted for full implementation.

Today, the CBO released new projections from 2013 extending through 2022, and the results are as critics expected: the ten-year cost of the law's core provisions to expand health insurance coverage has now ballooned to $1.76 trillion. That's because we now have estimates for Obamacare's first nine years of full implementation, rather than the mere six when it was signed into law. Only next year will we get a true ten-year cost estimate, if the law isn't overturned by the Supreme Court or repealed by then. Given that in 2022, the last year available, the gross cost of the coverage expansions are $265 billion, we're likely looking at about $2 trillion over the first decade, or more than double what Obama advertised.

CBO boosts its Obamacare Medicaid cost estimate

I’ve already noted in a separate post that new Congressional Budget Office projections show President Obama’s health care law will cost $1.76 trillion over 10 years, rather than the $940 billion originally advertised. But there are lots of other moving parts in the CBO’s updated estimates that are worth deeper elaboration.

The big picture takeaway is that due mostly to weaker economic projections, the CBO now projects that more people will be obtaining insurance through Medicaid than it estimated a year ago at a greater cost to the government, but fewer people will be getting insurance through their employers or the health care law’s new subsidized insurance exchanges. Overall spending will be higher than estimated a year ago, but increased revenue from penalties and taxes will more than offset this. Also interesting: CBO now expects two million fewer people to be covered as a result of the health care law than previously projected.

It’s worth keeping in mind that what the CBO did today was update its forecasts for the cost of expanding insurance coverage under the health care law. That represents, by far, the bulk of the spending in the legislation, but it doesn’t constitute a full rescoring of the law or a revised deficit estimate. That would have to include estimates for all the taxes, Medicare cuts and other spending in the law. Also, the $1.76 trillion cited above is for the years 2013 through 2022, but if we want to compare changes to last year’s estimates, we have to use the comparable years of 2012 through 2021. (Estimates for 2022 only became available today.)

The CBO now projects that from 2012 through 2021 the federal government will spend $168 billion more on Medicaid than it expected last year, $97 billion less on subsidies for people to purchase insurance on government-run exchanges and $20 billion less on tax credits to small employers.  That works out to a $51 billion increase in the gross cost of expanding coverage from what the CBO estimated a year ago. However, the CBO also expects the federal government to collect more revenue from penalties on individuals and employers, as well as other taxes. These revenue increases will more than offset the spending increases, according to the CBO, so it now expects the cost of Obamacare during those years to be $48 billion lower.

It’s also worth noting that we were told time and again during the health care debate that the law didn’t represent a government takeover of health care. But by 2022, according to the CBO, 3 million fewer people will have health insurance through their employer, while 17 million Americans will be added to Medicaid and 22 million will be getting coverage through government-run exchanges.

The Congressional Budget Office, the bi-partisan number-crunching office that 'scores' legislation for the cost has revised its forecasts for the cost of health-care reform. 

Obamacare is going to cost about double what the president and Democrats promised.

When the bill was passed, President Obama and Nancy Pelosi would cost "around $900 billion over ten years."

Looks like it is going to be close to $1.8 trillion.

Via Philip Klein. The original 10-year price tag, the one that made it "safe" (but not really safe) for Democrats to drop this fiscal atomic bomb, was $940 billion. What happened, you ask? Well, see for yourself:



Remember, they gamed this thing so that it wouldn’t take effect until 2014, which means that the cost of the first four years of implementation was essentially zero. That $940 billion figure really represented just six years of cost, not 10, but it was politically invaluable to Democratic messaging in letting them tout the bill as costing less than a trillion dollars. Now that we’re nearing 2014 and the 10-year window of cost projections has slid forward, you can see what this leviathan boondoggle really costs: $1.76 trillion, soon to top $2 trillion when the window slides forward another year in 2013 and the new projection reaches into 2023.

But wait. More good news:

President Obama’s healthcare reform law coverage provisons will cost less but cover fewer people than first thought, the nonpartisan Congressional Budget Office said Tuesday.

The revised estimate of the law’s coverage provisions shows about 2 million fewer people gaining coverage by 2016, reducing the number of uninsured Americans by 30 million instead of the 32 million projected a year ago. That would leave about 27 million people uninsured in 2016, two years after the law’s insurance exchanges go online.

Four million Americans can expect to lose their employer-provided healthcare by 2016, according to the revised figures, far more than the 1 million people estimated last year. And 1 million to 2 million fewer people will gain access to the law’s subsidized exchanges than first thought, while an extra 1 million are expected to qualify for Medicaid and the Children’s Health Insurance Provision (CHIP).

Thanks to the economy, we’re going to end up with a lot fewer people getting health insurance through the workplace than previously estimated and a lot more people getting it through Medicaid, which, as Klein notes, inches us a little closer to that government takeover of health care that the left insists is a conservative myth. In fact, the only “good news” here is that projected revenue from penalties imposed on employers and the uninsured is up slightly, which means the net cost of O-Care has dropped by $48 billion to a cool $1.2 trillion over the next 10 years. But don’t worry: We’re going to pay for that with cuts to Medicare and other stuff that’ll never, ever, ever, ever, ever happen in the real world. He’ll figure it out in his second term. Stay tuned.

A new report by the nonpartisan Congressional Budget Office states that by 2016, Obamacare will result in 4 million people fewer people getting health insurance coverage from their employers.

The estimate is a vast increase from the CBO prediction just a year ago that 1 million would no longer obtain coverage from their employers. And it raises substantial questions about the veracity of one of Obama’s key pledges in selling the health care law – that everyone who wants to keep their current health insurance plan and doctor could do it.

It’s not clear how many of the 4 million would be forced out as a result of employers dropping coverage. But it can be assumed that many will indeed lose their insurance and have to seek it elsewhere, since few people would seem likely to intentionally abandon coverage provided by an employer.

And many employers have already indicated that they would rather drop coverage and incur fees from the government than continue to provide it.

According to a survey published last summer by the Towers Watson consulting firm, almost one in ten medium to large size employers said they are likely or very likely to end health benefits for their workers.

During the debate over the health care law, Obama repeatedly and emphatically asserted everyone would be able to keep their current insurance if they wanted, even suggesting those who said otherwise were not telling the truth. Here’s an example.


The CBO also projects that 2 million fewer uninsured will gain insurance under the law than previously thought, with the total uninsured population declining by 30 million instead of 32 million.

While the law increases the number of people with health insurance, it does not provide for universal insurance. Instead, the number of non-elderly legal residents with insurance will rise from 82 percent in 2012 to 93 percent in 2022.

My friend that worked for Boeing called this right off the bat.
He said that this whole deal was going to turn out and be nothing more for a way for the huge business' to cut employee costs while at the same time putting more money in certain "hand-picked" insurance companies pockets.

Not only that, but since they were going to put a "premium insurance" tax on the business who offered a better insurance policy, you know the company is gonna pass that cost on to the employee.
Guess what? That employee is going to say "fuck that" and drop his employer health care, saving that company even more costs.

This whole deal is a fucking sham. This whole proposal is just another fucking way to bleed us of our money. The mega-companies in bed with the white house get to pay us less, and now theyre working it so were basically going to have to go to their chosen insurance company. Who wins in this scenario? Everyone but the tax payer.
