For the most part, it is. Calf development today trumps calf development from back in the day.
Synthol, implants, and esiclene don't count genetic-wise and Ronnie Coleman, for example, injected a fake substance into his calves. As a result, they were misshapen when he competed and look even more misshapen today.
There are more bodybuilders today but it's a weaker gene pool as only humans that are willing to take today's unhealthy litany of drugs are competing. The best bodybuilders of the 70s, Schwarzenegger and Oliva, had great real calf development, as did Ken Walller, Danny Padilla, Boyer Coe, Chris Dickerson, Dennis Tinerino and others.
Thighs and calves have a symbiotic relationship aesthetics-wise. Ramy does not have good calves if you consider his legs as a whole. They are much too small for his thighs. Besides, some of what many people mistake for today's better quad development is overwhelmingly better adductor development, the ridiculous overdeveloped chafing inner-thigh muscles, see above Branch Warren photo.
