It is a term used to denote a period in history.

However, standards of living, individual rights and safety, communication networks, law and order, roads and transportation networks, quality of products and manufacturing technology, functioning of cities, learning and knowledge all deteriorated markedly after the fall of the Western Roman Empire.
Currency was also largely replaced by bartering for a considerable time.

It was only until the Renaissance when Europe started to truly recover.
