Is there a 100% safe and anonymous way of sending an email to someone without the recipient know where and from whom it came from?

No. Any savvy tech guy could trace it back to you, especially one working for the government and/or law enforcement.

Protonmail. Nothing is completely safe, but use TOR and Proton and it would take the best computer software engineers in working as a team a long time ( years ) to access it and it would cost a fortune.

But... let's say I create an email account in a foreign country and send it from some Kinkos in downtown Tokyo. There will be recorded video but... who will be able to recognize you there? No one.

I'm not looking to do anything illegal or bad by the way, it's always bugged me how, in this day and age, it's almost impossible to remain anonymous for the simplest of tasks.

Lol. Yes.

They don't keep IP addresses, don't take personal information, emails are automatically deleted after a pre-set number of days and the process works on a private/public key basis (kinda like blockchain technology).

Like JAGO said, it would take a monumental amount of resources for anyone to find out where the email originated from.

Your best bet at anonymity is to send a text from a prepaid phone that was paid for in cash, preferably purchased from another state by a destitute individual.

Send the text from a public place that doesn't have security set up, e.g. a park, then dispose of the phone.

Buy a cell phone with cash from a Family Dollar. Create a hushmail account but do so outside of a Walmart. Done.
