I believe the House Judiciary Committee is made up of a mix of Republicans and Democrats who are Congress people. Some Congress people indeed have legal backgrounds, but it is not a prerequisite. Both sides of the House Judiciary Committee have the opportunity to utilize legal counsel, just as it was in the House Intelligence Committee
